Frederick County’s Renovated Animal Control Pet and Adoption Center Opens to the Public
Today, Frederick County Executive Jessica Fitzwater joined the Division of Animal Control for a ribbon cutting ceremony to mark the opening of the newly expanded Pet and Adoption Center, located at 1832 Rosemont Avenue in Frederick.
“I am excited to be here today to cut the ribbon for this beautiful, long-awaited expansion for the Frederick County Animal Control Center,” said County Executive Fitzwater. “We are lucky to have the services provided by the incredible Animal Control team. This new facility reflects the professionalism and commitment to public service they have shown for many years.”
This event marks a significant milestone in the ongoing efforts to enhance animal welfare and community engagement in Frederick County. The new facility features state-of-the-art dog, cat, and small animal housing areas, a modern public lobby, administrative workspaces, an astro-turf dog play yard, and an education room.
The renovated spaces are all designed to provide a safer, more welcoming environment for both animals and visitors and expanded usable space of the facility by approximately 7,958 square feet.
Facility Highlights:
- Indoor/outdoor dog kennels, a fenced astro-turf play yard, and a meet and greet adoption area for dogs.
- Three cage-free cat rooms and a larger, updated cat adoption room with a private visiting area.
- Separation of animal species housing areas.
- Expanded surgical suite and medical areas for spay and neuter surgeries, vaccinations, and exams.
- Dedicated, separate recovery rooms for dogs and cats post-surgery.
- Educational space for staff training and community events.
- Secure sallyport for Animal Control Officers to load and unload animals.
- Expanded parking and updated animal intake area for improved customer service and safety.
The project was made possible through creative funding strategies that expedited design and construction, reducing the financial burden on Frederick County taxpayers.
The State of Maryland contributed $100,000 in January 2021 under Governor Hogan, and an additional $1,000,000 was secured in 2023 under Governor Moore through the efforts of Senator Karen Lewis-Young. The Division of Animal Control also contributed $500,000 in donated funds. In total, approximately $1,600,000 of the estimated $8,900,000 project cost has been generated from sources outside Frederick County Government, with the remainder funded through general obligation bonds.
The project is approximately 70 percent complete, and the renovations are expected to be fully completed in February or March 2027.
